Open Loop’s new policy prototyping program in India
In recent years the world has seen a rapid acceleration in the development of emerging technologies, particularly generative AI, as well as an increase in rules and regulations put in place to manage its development and deployment. India’s Digital Personal Data Protection Act (DPDPA) and the more recently released DPDPA Draft Rules mark a significant step in data protection developments in the world’s largest democracy. Covering a wide range of issues, they are poised to have a profound impact on businesses and consumers alike, and they have the potential to strengthen India’s position as a leader in data innovation and responsible AI development. However, there are still many open questions about how best to ensure that responsible deployment of emerging technology is effective at both protecting consumers and encouraging innovation.
Meta’s Open Loop team is undertaking our second program in India to explore these questions. The focus is on supporting Indian companies to make efficient use of anonymization techniques and other privacy-enhancing technologies to effectively anonymize data as they innovate with new technologies, particularly generative AI. Through the program we will explore what complementary practical guidance in this area might look like in the context of the DPDPA and Draft Rules.
We'll collaborate with companies and experts to develop the principles of clear, implementable and effective anonymization guidance which both fosters innovation and protects the privacy of end-users.
Program Details
The Open Loop India program is a six-month initiative that brings together over 50 Indian companies to the data protection and AI policy landscape, with particular emphasis on the changes ushered in by the DPDPA and accompanying Draft Rules. Through this program, participating companies will have the opportunity to gain a deeper understanding of the DPDPA and its implications, while also contributing their insights and experiences on key aspects of the DPDPA’s implementation to inform future iterations and guidance, specifically on the topics of effective anonymization and other privacy-enhancing technologies, and how these can be supportive of innovation in the Indian tech industry.
Leveraging the policy prototyping methodology developed by Meta’s Open Loop, the program incorporates both qualitative and quantitative research methodology. All findings and recommendations will be published in a final report in early 2026 which will be available to download from this website.
The Open Loop India program aims to:
Gather insights on the use of AI and generative AI by Indian companies, and how they are thinking about the application of the DPDPA and Draft Rules to these technologies and products;
Enhance understanding of the range and prevalence of privacy-enhancing techniques including effective anonymization, as well as the costs, limitations and opportunities associated with the use and scaling of these techniques;
Facilitate discussion and knowledge-sharing among organisations on the intersection of the current India data protection landscape and technological and innovation trends.
Meta's Open Loop has partnered with The Quantum Hub, Tsaaro Consulting, and The Dialogue on this Open Loop India program. Data Security Council of India (DSCI) serves as an advisory partner to the initiative.
